Palmer II, a graduate of the University of Kentucky Law School, served as McCracken County Attorney and Judge Executive from 1965 to 1974. Her older brother, Andrew J. Palmer III, also a UK Law School graduate, was Chief Legal Assistant to Governor Julian Carroll.

Jennifer takes pride in her family's history and is actively involved in the Paducah Lions Club, continuing her father's legacy of service. This involvement allows her to support the Telethon of Stars, which raises funds for individuals with disabilities in Kentucky, Illinois, Missouri, and Tennessee. Additionally, she is a lifelong member of the First Christian Church in Paducah, Kentucky.
