A native of Norfolk, Katie's career has spanned California, New York, and Virginia. She began her career as the Team Leader for the marketing and sales division of Atria, a condo conversion project in San Diego's Marina District. After returning to Norfolk in 2006, she joined a local real estate firm to market and sell The Row at Ghent, an 84-unit condominium. In 2014, she became part of the sales and marketing team for a luxury high-rise designed by the renowned architects Foster & Partners in New York City's West Chelsea area.

As the youngest of six children of the late Judy and Sweetie Howlett, Katie shares a close bond with her extended family and is actively involved in the lives of her 16 nieces and nephews. She is married to Andrew Kramer, also a Norfolk native. In her free time, Katie enjoys water activities, traveling, skiing, and meeting new people. Her community involvement includes serving as a Board Member for The Sweetie Howlett Memorial Scholarship Foundation and supporting organizations such as ForKids and The Children’s Hospital of the King’s Daughters.
