A native of New Orleans, Kay grew up in Lakeview and has been an Uptown resident since 1992, where she owns an Arts and Crafts cottage as well as a historic Victorian home. She holds a Bachelor of Arts in Fine Arts from the University of New Orleans and has also attended Baylor University and Ben Franklin High School.
